I would say if you added city water to the bowl without conditioning depending on the chlorine content of your water the fish will more than likely not last long
This is terrible but, I got my a son a betta 2 years ago and didn` know anything about fish or water treating, etc. I just put him in abowl with a few rocks and a fake plant. He is now in a 3 gallon tank with more rocks and two dwarf frogs(2 years later). I still do not treat the water. I clean out his tank once a week and feed him once a day. He is huge and beautiful. I think the betta will be fine. As long as you keep them in conditions they are used to, they can live for many years.
You should be able to find some type of water conditioner at stores besides pet stores. Do you have a Wal-Mart, K-Mart, or other similar store near you that has a pet department? Look for one with sodium thiosulfate as an ingredient. You will need to be able to remove any chlorine or chloramine that’s in the water to keep the fish safe.
If you can’t get these, you should let the fish stay in water taken from the tank until you can get this.
BTW, a bowl isn’t the best living conditions for a betta. They’re tropical fish and should have a heater to keep their water warm. I keep mine in 2.5 or 5 gallon tanks which don’t take up that much more room than a large bowl.
As long as the water is clean and chemical-free, it will live in that indefinitely.

You don’t need “fizz tabs” to declorinate the water.
Go to wal mart and buy a regular dechlorination bottle.. in the fish aisle.

is ok it wont harm the bettta!!! just make sure the water is clean!!! it wont die!!
